A public library employee in Ripley, West Virginia, has been taken into custody following an investigation into a social media post that local authorities say went beyond protected expression. According to the Jackson County Sheriff’s Department, Morgan L. Morrow, 39, was charged with one count related to making a serious public threat. Investigators said the case began after a video and accompanying caption were shared online, which they believe suggested harm toward a former U.S. president. Authorities stated that the wording and context raised sufficient concern to warrant a formal investigation and subsequent charge.

Law enforcement officials explained that the situation intensified due to public responses in the comment section, where other individuals added further alarming remarks referencing well-known public figures. While those additional comments were made by others, investigators noted that the original post may have contributed to an environment that encouraged inappropriate and dangerous discourse. Officials emphasized that encouraging or prompting others through online statements can meet the legal standard for the charge, even without a personal plan to act.

Following the arrest, the Jackson County Public Library released a statement clarifying that the comments were made in a personal capacity and do not represent the institution’s values or mission.
